Goshen Father, Step-Grandfather Arrested in Murder & Sexual Abuse of 14-Year-Old Girl

On January 16, 2024, tragedy struck a home in the 30600 Block of Road 72 in Goshen when a 14-year-old girl was found unresponsive by her family members. Despite being rushed to a local hospital, she was later pronounced dead. The Tulare County Sheriff's Office (TCSO) deputies investigating the case observed signs of severe neglect that may have contributed to the girl's untimely demise.

In the ensuing weeks, diligent work by detectives involved in the case led to significant developments. They uncovered disturbing details that revealed a pattern of abuse within the family. According to reports, the girl's father, 50-year-old Raymond Pena, and her step-grandfather, 64-year-old Brett Minkler, were found to have engaged in prolonged sexual abuse not only with the 14-year-old victim but also with another underage girl.

The investigation further revealed the heartbreaking truth that the 14-year-old girl's death was a direct consequence of the severe neglect inflicted upon her by her own father and step-grandfather. Subsequently, on March 1, 2024, both Pena and Minkler were arrested and taken into custody at the Tulare County Sheriff’s Office Adult Pre-Trail Facility. They are facing charges of Homicide and Felony Child Abuse Resulting In Death in connection with the tragic incident.

Moreover, detectives have reason to believe that there may be more victims who frequented the residence of Pena and Minkler. Efforts are underway to identify these individuals and determine if they too have been subjected to similar abuses.
